@richard isnt risk selection a cost control tool? or isnt cost control the goal of risk selection? wouldn’t insurer consider reputation effects in aligning their incentive compatibility strategies eg yes no risk selection?

Hey Richard very nice presentation. In the beginning you've demonstrated several ways to tackle the issue. instead of using multi year high/low spending or a constrained selection what do you think of a multi year profit/loss after risk equalization as a factor in the regression of the risk equalization model. I suppose you will have a strong reduction in insures URH but also a strong reduction in cost containment incentives
