Are Is it easy to allocate the admin cost to patients?

Is this considered separately for hospital insurance and extras insurance?

Great paper Lukas! Very interesting to look at (specific components of) the loading fee instead of expected healthcare spending. I was wondering whether there are examples of how in UNREGULATED (health) insurance markets insurers do actually risk-rate the loading fee. Are you aware of such examples/evidence?

Rationale behind question was that here 'extras' or supplemental would cover a larger number of small claims

allied health etc as opposed to hospital admissions
